May have been remnants of badly deteriorated volcanic stone (tuff) used to make mill stones (possible example found beneath this context; see photo for SU 20052). The mill stone was most likely reused to construct the wall, but may have originally been used for production purposes - these stones were common in workshops and not limited to grinding grain.
