As this layer passes under 20045, 20046, and 20011 (which only has one course remaining above this level, in opposition to nearby walls which go much deeper - 20057, 20017, etc.) and contains both Roman and medieval material, it may be a purposeful fill or deposit to level out the floor for medieval construction in this area.
